Leonid Kozachenko told about main bases of Agrarian Confederation activity, priorities and plans of further development.

The special accent was done on importance of support of rural development direction as basic financial responsibility regarding development of rural areas, development of rural infrastructure, rising of employment level should be supported by state.

Mr. Moody has introduced the main objective of the Phase 2 of the Project, which is to finalize project fiche with defined precisely activities and outputs within each component.

Kozachenko admitted that nowadays it will be difficult to realize project on the base of sectoral approach as Ministry of Agrarian Policy of Ukraine is not ready for this.

Besides he comments some ideas regarding future projects. Concerning crediting of small and medium agricultural commodity producers – it will be difficult to elaborate mechanisms of reduction of the credit prices as a result of not readiness of banks to it because:
    • lack of political stability;
    • lack of insurance culture;
    • lack of hedge.


There was proposed to realize pilot projects concerning development of professional nongovernmental organization not through Ministry of Agrarian Policy of Ukraine but directly, through public professional unions.

The purpose of the meeting was to discuss the major areas of the forthcoming EU sector program in agriculture (components: food safety and competitiveness, agrarian market infrastructure and rural development) and to determine the possibilities EU interventions within these components basing on the experience of the Association, its participation in the policy development and legal framework formulation.


Another objective of the meeting was to introduce SWAP approach to Association and to explain the conditionalities agricultural sector of Ukraine has to correspond to in order to allow SWAP functioning. The role of the Ministry was discussed.

Mr. Tomich has stressed that MAP should lead and manage SWAP in the future and take a direct responsibility for all conditions to be met.


Regarding the current preparation process of National Program for agriculture, Mr. Tomich has concluded, that there is no common position of the Government, NGOs, scientists and other relevant stakeholders on key positions of the Programme. It is not yet clear whether it will be submitted to the attention of the Parliament or to the Cabinet of Ministers. Depending on this, the legal basis for the implementation of the above Programme will be different with consequent difference in potential funding.


The following recommendations have been provided by Mr. Tomich to the forthcoming EU-funded sector programme in agriculture:

1. To assist in legislation drafting: Law on professional grouping of producers, changes in legislation related to service coops, etc, in close collaboration with NGOs, private sector and other relevant stakeholders.

2. It is advisable to focus on dairy sector, as currently it needs significant changes to participate in the civilized market through cooperation and other forms of grouping.

3.Agrarian statistics: different approach is now used for various types of producers, which results in confusion and inaccurate data.

4. It is advisable to organize a pilot project to demonstrate the above recommendations.

5. Price information system development: very difficult, but needed areas for support.

6. Monitoring and analysis of the situation after 2008, when the moratorium on land sales will be finished: how the situation will be developed and what will be the outcomes.

Mr. Moody has introduced the main objective of the Phase 2 of the Project, which is to finalize project fiche with defined precisely activities and outputs within each component.


There were represented mechanisms of project realization through consultations with representatives of the projects of technical assistance, organs of executive and legislative power, public and professional unions.


From the side of Ministry of Economy of Ukraine was underlined importance of such meetings, when decisions elaborate through detailed consultations. Besides, representatives of the Ministry were interested in participation in round table during final presentation of project results.


Ideas regarding future directions of the project: food safety, development of market infrastructure, development of rural areas as a whole got positive comments.

Karasevych ensured in importance and propriety of chosen priorities.


Ministry prepared comments and proposals regarding proposed approaches to project realization after elaboration of key ideas to each component.


Karasevych ensured also in interest of the Ministry regarding participant of it’s specialists in preparation of proposals during project realization concerning principles of budget forming on central and local level for financing of agricultural sector and rural areas.

Initially the meeting was planned with Mr. Sergiy Bereznov, First Deputy Minister of Health, Chief State Sanitary Doctor but due personal problems he could not participate.


The purpose of the meeting was to introduce the major areas of the forthcoming EU sector program in agriculture (components: food safety and competitiveness, agrarian market infrastructure and rural development) and to determine the possibilities of mutual cooperation within area of food safety.


G. Kuznetsov has introduced the main objective of the Phase 2 of the Project, which is to finalize project fiche with defined precisely activities and outputs within each component. He explained preliminary ideas regarding main Project component – food safety. These ideas are: support of creation of only one food control body as ideal option or support for close coordination between all Government food control authorities; food traceability including animal identification system; support for further development of food testing laboratories focusing on the problem of creation of reference laboratories.


Mr. Kuznetsov asked Ms Grigirenko to pass mentioned information to Mr. Bereznov with the aim to discuss with him in the nearest future the following issues:
    • opinion of MOH concerning establishment of only one Government Food Control Authority;
    • proposals of MOH regarding cooperation with future EU-funded agricultural sector programme in Ukraine.


Participants agreed that meeting with Mr. Bereznov should take place ASAP.
