Total estimated project costs of € 9 million could be lowered pending contributions from the partners and donors. The costs estimated here assume project duration of about 3.5 years. At this point there are no indications of sharing costs with other donors. This will be clarified when formal agreements with Ukraine have been finalised about the project (2006).

Calendar


During the period October-December 2005, an “Agricultural Sector Assessment in View of Preparation of the EU-Funded Agricultural Sector Programme in Ukraine” was carried out. The main objective of the sector assessment was to set a framework for the application of a sector wide approach (SWAP) in the agricultural sector. The Agricultural Sector Assessment is the first step for EU Tacis to adopt a new approach to donor assistance in Ukraine, and outlines the future possibilities of EU support to the agricultural sector in Ukraine (within IP 2006), using a new sector wide approach (SWAP). The outline is also pertinent in the context of the planned cessation of the EU Tacis Programme in 2007, to be replaced by the mechanism in the framework of the “European Neighbourhood Policy” or ENP.


During the period October 2006 – January 2007: the project “Preparation of EU-funded agricultural sector programme in Ukraine (Phase 2)” undertook the following activities:
  • Facilitate a common understanding and approach between the EU and the Government of Ukraine in the development of the agriculture and food sectors, and addressing key issues of rural development and agreeing on concrete areas of intervention ;
  • Facilitating a common understanding and approach between the EU and the international donor community, minimising duplication and overlap, to ensure greater co-ordination and consensus on the priority areas for development in agriculture, food and rural development, in partnership with government.


The third step to be taken is the drafting of the Terms of Reference and the start of the tendering procedures with the finalisation of the proposed work plan and time schedule of activities (see below), and which has to be agreed upon by all parties concerned.


The fourth step is the actual start of the project sometime during the second half of 2007.


Actual project implementation would start in the second half of 2007 with full project completion sometime in 2010. Project duration is therefore estimated to be about 3.5 years.
