4.2 Activities
4.2.1 Support in the creation of the framework conditions to enable inhabitants in rural areas to address sustainable development issues in their communities.
Strategic Institutional and Regulatory
Support in conceptualization and elaboration of measures which would facilitate drawing up and implementation of integrated sustainable development programmes for rural communities. Implementation is achieved through Local Action Groups (LAGs) selected in an open procedure based on the criteria laid down in the programmes.
Such actions will help provide incentives for rural community actors in conjunction with local authorities to determine specific needs and priorities of rural development, mould strategic vision of development for a specific rural territory, and form the local budgets, as well as ensure unequivocal use of funds from the national and the local budgets.
Including support for:
- introduction of proposals concerning institutional changes at the national level (including establishment of a Rural Development Agency) to be able to conceptualize and implement the planned programmes;
- elaboration of legal and regulatory framework for improvement of inter-governmental fiscal relations in order to create the financial basis for implementation of local integrated sustainable development programmes;
- proposals for the appropriate local institutional framework which would influence the rural development;
- elaboration of recommendations for local government officials on how to perform their self-governance and delegated functions relating to rural development;
- appropriate institutional changes at the national level concerning local governments’ capacity building to enable them to implement the local integrated sustainable development programmes;
- identification of the problem issues of rural non-farm business: including development of green tourism and indigenous regional products and services. Addressing such problems through improvement of the legal and regulatory framework and through institutional capacity building at the national level.
4.2.2 Policy forming on the basis of best practice and successful models of rural development
In order to support the most effective policy forming, it will be necessary to refer to the most effective models of rural development and include them in the national policy. There have been many successful local and regional projects and it is important to ensure that the positive experience gained during implementation of such projects is transferred to the policy level and then disseminated countrywide.
- Collection and analysis of all rural development models which are used in Ukraine and in the EU member and candidate states and make efficient impact on rural development, including donor projects and local NGO activities, to produce policy papers, guidelines, and reference material for future dissemination and training activities.
- Analyze and propose the most effective mechanisms for dissemination and training, using where possible the existing training and dissemination channels, mechanisms, and resources.

4.3 Stakeholders
Agrarian and rural development policies are too important and complex to restrict programme interventions solely to the Ministry of Agrarian Policy (MAP). Other government institutions and professional interest groups will have to be involved in policy formulation, particularly, when the MAP does not have the internal capacity or competence to lead the policy formulation process in agriculture, food and rural development.
The main potential partners of this project will be the following:
- The Ministry of Agrarian Policy responsible for implementing the sector-wide programme (SWAP) for agriculture and rural development when it is finalised and approved. It is to be actively involved in the definition of the programme
- The relevant departments and agencies of the Ministry of Agrarian Policy and Ministry of health responsible for the implementation of the components of the programme
- The Cabinet of Ministers and the Verkhovna Rada of Ukraine are the bodies that will be responsible for the overall policy planning and approval of the legislative or regulatory documents, which will be designed under the project for agriculture and rural development.
- The Ministry of Foreign Affairs is expected to take soon full responsibility for monitoring implementation of the ENP Action Plan7
- The Ministry of Economy is responsible for co-ordinating technical assistance and will be involved in the preparation of ex-ante decentralisation; it will ensure that the sector-wide programme for agriculture and rural development is coherent with the overall national development policy and strategy. It will support formulation and the approval of targeted programmes.
- The Ministry of Finance is expected to take responsibility for support and approval of budgeting of the sector-wide programme for agriculture and rural development, including the establishment of a Mid-term Expenditure Framework (MTEF) for the sector-wide programme, with support given to identify sector priorities. It is also responsible for the management of external assistance funds in the event of a decentralisation
Target groups
The project’s primary target groups would be all state bodies involved in the formulation and the agencies involved in implementing of agrarian policy, all agricultural producers, with a particular focus on small and medium scale producers, agri-businesses, the rural population of Ukraine and NGO’s in the agrarian sphere.
Capacity of project partners (participate and implement project)
As mentioned earlier, capacity building initiatives are already underway, or have recently started, by the likes of the APHD project (UNDP) and the ARIS project (FAO). To ensure positive impact and sustainability, it is important that the foreseen institution building and capacity development initiatives within the Ministry of Agrarian Policy (MAP) or the Cabinet of Ministers, is closely co-ordinated with the two projects and builds upon results already achieved.
Local commitments
As capacity is currently being built, the question remains whether there will be enough emphasis by government on a uniform approach to formulate and implement an agri-food and rural development policy, and if sufficient attention is paid by government to recruit and retain highly qualified and trained personnel in MAP and the Cabinet of Ministers. This is essential in order to ensure sustainability, leadership and management of the agriculture, food and rural development policy agendas
Also the issue of Inter-Ministerial Co-ordination must be addressed by the project, to create integrated management of all issues affecting the agricultural and food sector, and rural development, so as to minimise institutional conflicts and inefficiencies. Similarly, the issue of rural development needs to be given higher priority and recognition by MAP. Ideally, agricultural policy and its implementing agencies should be separated from a rural development one, which has to have its own agency, separate policy/strategy and budget for its implementation.
