2.2.2 Supporting the development of the capacity to realize the system of traceability in Ukrainian food production in line with REGULATION (EC) No 178/2002.


The activities will consider traceability from both the state and the private sector perspective.

Institutional


To support the Agency for animal identification and registration to refine the implementation of the system of animal identification and registration and use of resulting mechanisms for risk management and assessment purposes in line with EU principles and mechanisms focusing on bovine animals and in particular Regulations (EC) No 1760/2000 and (EC) No 1082/2003 and the labelling of products of animal origin.


Support to the food and feed industry in creating appropriate systems to fulfil EU traceability requirements in line with the ECR Blue Book “Using Traceability in the Supply Chain to meet Consumer’ safety expectations” and other appropriate EU guidelines.

Pilot project


To demonstrate the practicability of the systems for industry, pilot projects in the milk and /or meat industries would be undertaken.

2.2.3 Laboratory network upgrade

Upgrading of key laboratories to be able to perform the function of reference laboratories according to EU regulations (articles 32 and 33 of Regulation No882/2004) for example in the spheres of residues (first of all – antibiotics, anthelmintics, anticoccidials), toxins and food additives. This might include: proposal preparation for requirements for reference laboratories and procedure of reference laboratories designation; providing official laboratories with details of analytical methods, including reference methods; the organization of comparative testing and the training of staff from laboratories.

Support for the regulatory and institutional framework for the effective operation of a system of reference laboratories.


Equipment - targeted at establishing a basis for performing the role of reference laboratories


Training - on methodological aspects of performing the role of reference laboratory

3. Market Infrastructure

3.1 Approach and justification


Addressing supply chain support to ensure better and more consistent quality to consumers by increasing competition, efficiency through financing, information and market access at the production level.


Current credit conditions (in particular duration and guarantee/collateral terms) remains a problem in particular in rural areas. This negatively affects new business start up (diversification) and replacement and upgrading of outdated technology (efficiency), as well as productivity and profitability of the production.


Pooling of resources and collective bargaining to increase income of agricultural producers through improved bargaining power, economies of scale and through improved access to wholesale and retail market and other elements of the production and marketing chain.


EU experience shows that only through organised collective representation through civil organizations in a regulated environment can the interests of small and medium sized agricultural producers be effectively lobbied. Collection and dissemination of market information to members will give bring added value and incentive for membership of such civil organizations.

To justify state funding and to determine the role of the state in the National network of wholesale and assembly markets the state needs to be aware of the extent to which this investment will further its policy objectives in market infrastructure and rural development.


Making market information available to those who need it and when they need it is a logistical and cost issue. In this way, using the network of wholesale and assembly markets and channels of information dissemination through professional and inter-professional associations, collection and distribution time and costs are reduced to a minimum achieving a national coverage network from which other mechanisms operate.

3.2 Activities

3.2.1 Addressing suitability of financing conditions: support to the promotion of linkages between providers and users of financial/credit services in rural areas.

  • Supporting the banking and non-banking (e.g. credit unions) sector of rural credit providers to offer loan structures conditions (e.g. medium and long term, considering alternative types of guarantee and collateral) through development of mechanisms suitable to small and medium sized agricultural producers in rural areas;
  • Supporting those agricultural producers in rural areas to fulfil credit conditions;
  • Analyzing the effect of the removing of the moratorium on land sales on the access to credit in rural areas.



Training and developing linkages between providers and users


Consulting with banks and non-banking financial institutions aimed at developing more appropriate conditions and mechanisms and alternative types of guarantees for smaller producers in rural areas.

Practical support to small and medium sized agricultural producers to enable them to meet credit providers’ conditions, considering support to all mechanisms for delivery of such support.

Facilitating dialogue between the providers and users to find mutually acceptable terms.
