POPULATION LIVING CLOSE BY THE SITES OF STORAGE AND DESTRUCTION

OF POISONING SUBSTANCES AND PREDICTION OF RISK OF DEVELOPMENT

OF CHRONIC NON-INFECTIOUS PATHOLOGY.

Abstract

In the connection with the necessity of conducting of the medical monitoring of the health condition of the population living close by the sites of storage or destruction of chemical weapons, its tasks have been defined: to develop the assessment system of the monitoring; to determine the nosological groups of diseases; to study the regularities of occurring of mental diseases and the factors of risk, causing their spreading; to conduct the analysis of the data of the investigation of the etiological agents of the development of chronic somatic diseases.

The system of six-stage statistical medical monitoring, including epidemiological analysis of pre-pathological conditions on the basis of study of mental status, functional condition of organs and systems and etc., has been developed. The main groups of indices, used for study of the health condition of the population have been presented.

The aim of this system is to define the criteria of the growth possibilities of the sickness rate of the population, to establish the factors of the environment, mainly affecting the health of the population, to define the measures on prevention of diseases and to develop rehabilitation measures.

The problem of occurring of phobia, caused by ecology, among the population living close by the sites of the storage of poisoning substances has been discussed; the reason of occurring of such phobia has been defined. The method of systematic approach to the study, identification and assessment of the degree of influence of the risk factors on the development of mental diseases, boundary states and non-infectious pathologies has been created.

The expert-statistical prediction for the assessment of the possible sickness rate on the ecologically unfavorable territories with insufficiently studied or polypathogenic factors has been offered.

ASSESSMENT OF THE HEALTH AND THE REASONS OF DEATH OF THE

CAPABLE OF WORKING POPULATION OF KIZNER DISTRICT.

Abstract

On the basis of the statistical data and the data of the thorough investigation of death rate among capable of working population of Udmurtia, carried out in 1997, the comparative analysis of the level of the sickness and death rates among capable of working population in Kizner and other districts of Udmurtia has been presented.

In Table 1, where the comparative analysis of the general sickness rate of the adult population for such diseases as infection diseases, new growth, blood diseases, mental diseases and disorders of various systems of the body is presented, the indices of the sickness rate of the population of Kizner are lower compared to the ones of Udmurtia in general, with the exception of mental diseases. However, the analysis of medical help in Kizner has shown low qualification level of diagnostics, therefore the data on the sickness rate, presented by the medical institutions of Kizner cannot be considered as the sufficient ones for carrying out the medical analysis of the sickness rate.

The death rate analysis of the capable of working population has shown higher death rate in Kizner district compared to the ones in other districts of the republic.

The tables with the newly discovered diseases, the general sickness rate of the adult population, death rate of capable of working population of different ages, and the average length of lifetime of the population, living on the territory of Udmurtia, compared to the ones of Kizner district are given.

The conclusion has been made about the necessity of performing thorough analysis of the reasons of the higher death rate in Kizner district on the basis of the data of the complex social-sanitary epidemiological study with the simultaneous assessment of the quality of the medical help.

ON THE EXPERIENCE OF PREPARATION OF MEDICAL STAFF ACCORDING TO

THE PROGRAM “MEDICAL ECOLOGICAL ASPECTS OF SAFETY DURING

CHEMICAL WEAPONS DESTRUCTION”

Abstract

On the basis of the program created by the National organization of the Russian Green Cross “CHEMTRUST - 4” the set of lectures has been developed and a special training course for doctors has been conducted involving the questions of the analysis of health condition of the population and the readiness of the medical help supply in case of emergency in the sites of chemical weapons storage and its future destruction.

Within the framework of the same program the lectures have been prepared for conducting the classes of informative character. For the distribution of the objective information mass media are involved. A number of brochures has been offered for publishing.

The conclusion has been made that the given measures will help to understand better the necessity and possibility of safe chemical weapons destruction.

THE ANALYSIS OF THE REPORTS PRESENTED BY THE POPULATION OF

KIZNER IN THE LOCAL NEWSPAPER ON THE PROBLEM OF CW STOKPILE

AND DESTRUCTION

Abstract

On the basis of the letters and telephone calls, coming into the editorial office of the newspaper, the conclusion has been made that the population is not informed of the real danger of chemical weapons, the social-economic situation in the district is tensed (unemployment, pay delays of pensions, wages and salaries), and according to the assessments of doctors the poisoning substances do affect the heath condition of the population of the district. The administration of the district and the government of Udmurtia do not accomplish their promises as far as the development of the infrastructure of the district is concerned. The supposition has been made that the construction of the chemical weapons destruction plant will make impossible further development of the district with good prospects and bring down even more the indices of the health level and the level of living of the population.

It has been offered to make the information about everything connected with chemical weapons storage and destruction more available to the population of the district and also to conduct a referendum to clarify the attitude of the population to the problem of the construction of such a plant.

Abstract

The agreement between the Udmurt State University and the administration of Kizner district on the participation of the University in scientific, scientific-technological and information provision for works on realization of the federal program “Destruction of stocks of chemical weapons in the Russian Federation” on the territory of Kizner district, has been developed.

In the agreement the purposes of joint usage of material, financial and labour resources, the obligations of the parties and the order of fulfillment of the agreement have been defined. The list of program arrangements has been made.

It is offered to establish an informational-analytical center on the basis of the University in order to make the objective information on the problems of chemical weapons destruction available.

EMERGENCY CONSEQUENCE PREDICTION AND PROBLEMS OF ECOLOGICAL

SAFETY AT SITES OF CHEMICAL WEAPONS STORAGE

Abstract

The list of published monographs and brochures on the results of realization of the three international projects, developed by the Institute, in the sphere of emergency consequence prediction in the sites of chemical weapons storage, is given.

It is offered to continue the work on the emergency consequence prediction associated with the facilities of storage and destruction of poison gases (PS) in three directions, as follows: 1) to increase trustworthiness of prediction by creating more accurate chemical physico-mathematical simulations; 2) these chemical physico-mathematical simulations should take into account the peculiarities of each site of PS storage; 3) to increase trust of the population and the state organs to the results of prediction.

The importance of improvement of the method of prediction and comparison of the developed method with the one, adopted in foreign countries, for future works on prediction of emergency consequences, which can occur in the facilities for PS destruction, is emphasized.

The functioning of the WWW-server “Ecological safety and the problems of chemical weapons “ is supported. The aims of the given Web-server and its main sections are described.

CONSEQUENCE ANALYSIS OF FIRE AT THE STORAGE

OF CHEMICAL WEAPONS

Abstract

On the basis of the experimental and calculated data on the thermal destruction of phosphor-organic poisoning substances (PPS) the assessment of the possibility of hermeticity disturbance of artillery shells and warheads of jet artillery during the developed fire at the storage in Kizner has been made. The assessment of probability of explosions at the hermeticity disturbance of the shells in “stack” and the possibility of jet propulsion at the release of gas-liquid jet out of a shell has been given. The model of destroying of the storage buildings and scattering of artillery and jet artillery shells with the release of PPS, which have not reacted, out of the zone of high temperatures, has been described. The assumption has been made, that due to the formation of convection columns the transfer of air-droplets clouds, containing high concentrations of PPS, at a height of a column is possible.

OPTIMIZATION OF MAKING THE DECISIONS IN EMERGENCY SITUATIONS AT

THE SITES OF THE STORAGE OF CHEMICAL WEAPONS

Abstract

The classification of emergency situations, which can possibly occur at the sites of the chemical weapons (CW) storage, and their reasons have been discussed. In 1997 the command-staff training with the personnel of the control organs, ministries and departments of the Udmurt Republic was conducted in order to develop the measures on the organization of protection of the population and the territory under the threat of occurring the emergency situation at the site of CW storage, and of the interaction with the headquarters. As the result of this training a number of problems had been defined, one of which was the optimization of making the decision on the organization of protection of the population and the territory, preventive measures and elimination of any emergency situation at the sites of CW storage and its processing.

It has been offered to carry out the command-staff training of the personnel of the control organs under the title “The coordination of the activity of the federal executive organs and the organization of protection of the population and the territory in the emergency case at the chemical arsenal” in 1998 in order to develop the complex of measures on the organization of protection of the population. The initial data on the optimization of making decisions and the measures on the organization of protection of the population and the territory at the sites of CW storage and destruction in the case of the emergency situation have been determined. The detailed description of the material and technical base for making decisions and the realization of the adopted decisions has been presented. To realize the task of prevention of the emergency situation consequences the usage of the intellectual sensor and detectors, allowing to get reliable information has been offered. The main tasks at the moment of the occurring of the emergency situation have been determined.

METHOD OF CREATION OF COMPUTER-AIDED SYSTEMS FOR MONITORING

OF THE ATMOSPHERE IN THE SITES OF STORAGE AND DESTRUCTION OF

CHEMICAL WEAPONS.

Abstract

The problem of the ecological monitoring of the atmosphere in the working zone directly and in the adjoining to it zones has been considered. The monitoring presents continuous control of the atmosphere parameters for the contents of poisoning substances. To carry out such a monitoring the computer-aided system has been developed, consisting of stationary and emergency subsystems. The sensors sensitive to certain poisoning substances have been created; gathered by these sensors information is processed by a computer in the real time mode. Functioning of this computer-aided monitoring system in various conditions is described in details.

On the basis of the offered method the variant of stationary system of monitoring has been developed and introduced into the factory “Izhmoloko”. The schemes of functioning of the system are presented.

The comparative analysis of the advantages of the computer-aided monitoring system has been performed.

The table of the comparative characteristics of the control and warning systems is given.

MEASURING THE ENVIRONMENTAL IMPACT OF THE DESTRUCTION

OF ORGANOPHOSPHOROUS AGENTS

Abstract

Environmental monitoring is one of the most important problems of the CW destruction process. There must be a thought-out plan that takes into account the features of hazardous agents, the CW destruction technology, climate, ecology and social-economic conditions. Such process in Kizner can be realized through regional monitoring system in real time.

The concept of ecological safety was prevailing all over the world till now. It says: the reaction of a human organism against industrial development factors occurs only when environmental toxic and radioactive agent concentration exceeds the hazardous level.

Latest researches proved this concept wrong. Even little concentration of various substances, especially in definite combination, can be more dangerous.

The environmental monitoring system development is the essential task for the modern science as it can provide stable and safety human progress. The system should be based on the following rules:

Real time information processing

Integral assessment of the environment

Continuous assessment of the environment

Respect of a minimal expense

Directed monitoring

Uniform way of information presentation

The environment monitoring system cannot be distributed between departments, objects and offices. It must be unified. If this rules are kept, the complex ecological monitoring as a component of CW destruction process can be realized.

KURGAN OBLAST EXPERIENCE ON THE CW DESTRUCTION

Abstract

One of seven Russian CW stockpiles is located in Kurgan Oblast. Today it is being actively prepared for CW destruction.

The facility and social infrastructure construction has been well grounded, the project was inspected by ecological expertise. The site for the future construction is almost chosen. The complex environmental monitoring and the public health examination are already being performed. However, there are many problems and doubts, which are the main concerns of other districts with CW stockpiles.

The most important problem is the legal foundation. There are no laws on social protection of the facility personnel, exemptions and guarantees for those who were injured at the site. Today we face the problem of the site choice, but dimensions of the sanitary zone are not specified.

Taking into account social and political situation in Russia we should give the districts with CW stockpile a special status which provides tax exemptions as well.

The information-analytical centre for assistance to the CW stockpile residents has been established. Two public organisations - Russian Green Cross and the Union for chemical safety - co-operates effectively with the local authorities. It will be useful to organise regular meeting of representatives from all the districts where chemical weapon is stockpiled.

SOCIAL ASPECTS OF CW DESTRUCTION IN THE KURGAN OBLAST

Abstract

One of seven CW stockpiles in Russia is located at the Kurgan Oblast. 13.6% of the Russian CW ammunition is treated there. Taking into account the continuous period of stockpiling and corrosion process we can conclude that CW destruction is inevitable.

However this process imposes a problem that is not only technological, but rather social. Solution of the problem is complicated by visible loss of trust in Government and military industry authorities.

That is why the Kurgan Oblast Government posed the major condition of CW destruction facility building: first there must be developed social infrastructure. The objects were planned to start functioning in 1998, but the federal budget funds are still not supplied.

In order not to repeat the situation when the built facility does not function the Kurgan Oblast Government has worked out a program for citizens’ information about the solution of CW destruction problems.

The result of the work performed is the unanimous public opinion: CW stockpiling is more hazardous than destruction. However the process should be based on an ecologically-proved technology and social defence of residents in the vicinity of CW stockpiling must be provided. All important decisions relating to the technological aspect and taking place at the stages of investment grounding, construction planning and functioning should be approved by the local authorities and must take into account public opinion.

THE PROBLEMS OF CHEMICAL DISARMAMENT IN BRYANSK REGION.

Abstract

On the basis of the given characteristics of the social-economic situation of the Bryansk region the conclusion has been made that the population of the region do not trust the government as far as the accomplishment of the given promises is concerned, and in this connection it is rather difficult to convince the population in the necessity of the construction of the chemical weapons (CW) destruction plant. The preparatory works associated with the construction of such a plant are not conducted sufficiently because of lack of financing.

It has been offered: to accelerate the process of adoption of the Federal laws for the social security of the citizens, occupied at the works with CW, and also in case of emergency situation in the sites of CW storage and destruction; to conduct expert examination of the CW destruction technology as soon as possible; to carry out the complex examination of the sanitary-epidemiological condition of the environment and the assessment of health condition of the population, living in the regions of storage and future destruction of CW; to consider the questions on the status, the provision of material and technical resources and the development of the social infrastructure of the given regions.

The conclusion has been made that it is necessary to recommend the heads of the regions and republics of the Russian Federation, having the facilities mentioned in the Convention on their territories, to consider the question of the joint appeal to the international community to give international financial help to solve the problem, connected with the fulfillment of the Convention.
