of the Fourth Public Hearings on the problem of chemical weapon

destruction, the settlement of Kizner and the city of Izhevsk,

the Udmurt Republic,

May 26-27, 1998


On the 5-th of November 1997 the Russian Federation ratified the Convention on prohibition of development, production, accumulation and application of chemical weapon and on its destruction. Russia took upon itself the historical commitment to destroy its arsenals of chemical weapons as it was stipulated by the Convention.

The problem of chemical weapon destruction is a pressing question for the civilian population of the districts where the chemical weapons storage facilities and the plants for the forthcoming destruction of chemical weapons are situated. The decrease of the social tension, the improvement of the ecological condition and social-economic development of these districts should be the final result of the process of the chemical disarmament.

According to the Federal law “On the chemical weapons destruction” the construction of the plants for chemical weapons destruction is going to be realized in the sites of the chemical weapons storage.

The current social-economic and ecological situation in Kizner district is complicated. Setback in production, unemployment, crises in the agriculture, low level of social security of the population of the district, lack of investments for setting up new industries and development of natural resources are the main characteristics of the current situation in the district. The possibility of technogenetic accidents, terrorism and diversions and the aggravation of the social situation are the matter of the main concern of the population. The ecological, scientific and social problems, connected with the presence of the chemical weapons stockpile, have become the matter of wide discussion in the mass media, at the conferences and seminars. The interest of the population to the problems of storage and destruction of the chemical weapons is great. Different opinions on the approach to the problem have been expressed. It is difficult for the population of Kizner to understand all this information.

In the course of free exchange of opinions, discussions and correlation of different approaches the participants of the Hearings have come to the conclusion that:
  • the destruction of the chemical weapons stockpile is a pressing problem, involving the interests of the country and the population, living in the districts of the chemical weapons storage and forthcoming destruction of these weapons. The given problem should become the matter of constant attention of the federal, regional and local organs of power, ministries, departments, non-governmental organizations and of the public on the purpose of preparation of coordinated decision about the most topical problems;
  • the information about the technological decisions and measures on the environmental protection, health protection of the population and protection of the rights of people in connection with the storage and destruction of the chemical weapons should become totally available for the population; besides, this information should be comprehensive and objective. The informational centers working with the population should be founded with the attraction of financial resources from the federal budget. To recommend to the Russian Green Cross and other public organizations to take an active part in foundation of such centers;
  • under the condition of difficult economic situation in the country, shortage of budget financing of the measures connected with the chemical weapons destruction, the wide attraction of the public, including non-governmental organizations, may allow to discover and draw in some additional non-budget sources of financing.

It seems to be reasonable:
  • to recommend the President of the Russian Federation to discuss annually the process of fulfillment of the program “Destruction of the stocks of the chemical weapons in the Russian Federation” at the meetings of the Council of Defense of the Russian Federation.
  • to forward the proposals to the Government of the Russian Federation for making the decisions in the established order:
  • on the basis of the conditions and terms of the fulfillment of the requirements of the Convention and with taking into account the economic situation in the Russian Federation to consider the necessity of correction of the Federal program “Destruction of the stocks of the chemical weapons in the Russian Federation”.
  • to consider the question about the decrease of the rates for tax levy allocations into the federal budget from the regions having the chemical weapons storage and destruction facilities in order to use these money resources for development and construction of the objects of social and production infrastructure, for social protection of the population and environmental protection in these regions.
  • to speed up consideration and presentation into the State Duma the draft of the Federal law “On the compensatory payments for the damage caused by the action of the toxic chemicals to health of the citizens, to the property of natural persons and juridical persons as the result of the emergency situations, occurred during works, connected with storage, transportation and destruction of the chemical weapons”;
  • to adjust the legislative and other normative documents to the requirements of the Federal law “On the chemical weapons destruction”.

To recommend to the State customer to speed up the development, adjustment and presentation for approval by the Government the statute of the protective measures zone.

To recommend the Ministry of Public Health and the State Committee on environmental protection of the Russian Federation:
  • in 1998 to develop and adopt ecological and sanitary criteria for the assessment of the condition of the environment and health of the population, living in the protective measures zones close by the sites of the chemical weapons storage and destruction,
  • in 1998–1999 to carry out the complex examination of the condition of the environment and health of the population in the regions of the chemical weapons storage and in the proposed sites of the construction of the chemical weapons destruction plants.

To recommend the Government of the Udmurt Republic to conduct special managerial training in the sphere of ecology and also ecological training of the population by the qualified specialists from governmental and non-governmental organizations.

To recommend that the Administration of Kizner together with the State customer will develop the list of the first and foremost objects of social and production infrastructure approved by the Government of the Udmurt Republic.

To recommend the State Committee on the environmental protection of the Russian Federation to speed up the decision of the question about foundation of the laboratories to control industrial polluters on the territories of the regions having chemical weapons storage facilities.

To recommend the Russian Green Cross to develop the proposal of foundation of the Committees of public representatives on the territories of the chemical weapons storage and forthcoming destruction as the advice organ of public, administration and specialized organizations on solving the problems connected with chemical weapons storage and destruction.

The participants of the Hearings express their gratitude to the Governments of the USA, Switzerland, Germany, Sweden, Finland and Netherlands rendering assistance to the Russian Federation in solving the problems of chemical weapons destruction;

The participants of the Hearings address to all the states and intergovernmental organizations with the request to support the process of the chemical disarmament in Russia with technical and financial assistance.

The participants of the Hearings underline the usefulness of the public hearings as the means for exchange of opinions among the representatives of the organs of power, organizations, responsible for solving the problem of the chemical weapons destruction, and the representatives of the public organizations. The Hearings favour the development of the joint ways in solving this complicated problem, which is of great importance as for Russia so for the world in general.

It seems to be expedient to introduce the practice of conducting such hearings into other regions of chemical weapons storage and forthcoming destruction.

Allow me to consider the Fourth public hearings on the problem of chemical weapon destruction to be opened. The representatives of the Government of the Russian Federation and ministries and departments of Russia, the representatives of the State Soviet of the Udmurt Republic, the Government of the Udmurt Republic and the Administration of Kizner district, the representatives of the public of the city of Izhevsk, the Udmurt Republic and Kizner district are taking part in the Hearings. The Russian Green Cross and Swiss Green Cross are also participating.

KEYNOTE SPEECH

Abstract

Today we are the members of the forth public hearings on the chemical weapon distruction problems in Russia. These are the second corresponding hearings, hold in Udmurt Republic; the issue for today is stockpiles of chemical weapons in the Kizner department.

Here some information on Udmurt Republic is provided for the present guests. The Republic was shown on the map in 1920. Its area is 42,100 square kilometers. Total population is 1,622,000. There are such minerals in Udmurtia as oil, turf, etc. Capacious stock of medicative mud and mineral water have been found as well in Kizner.

The essential industries in the Republic are machinery construction, chemical, oil, transport machine-building. The capital of Udmurtia is Izhevsk, which is a large industrial, cultural center and the avowed leader of Russian gun-builders. Enterprises of the Republic cooperate dynamically with such importers as France, Cyprus, Ukraine, USA.

Together with declassifying of the war-industry facilities two biggest storage facilities for chemical weapon in Kizner and Kambarka have become world-known. Public interest to the storage conditions and to the background of the distruction process has raised.

Republic authorities did not stay apart from the problem arisen. An expert committee for consideration of the chemical disarmament problems was established in 1992. Later there was organized The Council for the chemical weapon Convention problems. The Council provides organization and monitoring of the measures concerning the chemical weapon distruction program. Close relations with the Russian Ministry for Defence - the authorized customer of the program - are set up. All the draft laws and normative acts concerning chemical weapon distruction are worked through by udmurt experts and scientists.

The preliminary documentation for the project of the chemical weapons distruction plant to be built in Kizner is being prepared.

THE AIMS AND TASKS OF THE FOURTH PUBLIC HEARINGS ON

THE PROBLEM OF CHEMICAL WEAPONS DESTRUCTION.

Abstract

The history of the organization and the necessity of conducting of the public hearings on the problem of the chemical weapons destruction has been discussed with the presentation of the practical results of the first three hearings. Special attention has been paid to the importance of giving the information on the problems, connected with the chemical weapons storage and destruction, to the population. It is necessary that administrations of districts, governments and population will get the above-mentioned information from people, who are the professionals in the sphere of the chemical weapons destruction. It has been emphasized that the task which Russia has to solve after it has signed the Convention, can be successfully solved only on the basis of the dialogue between the Government and the population. As far as the problem of chemical disarmament can be solved only on condition that the interests of the citizens of the Russian Federation are taken into consideration, it is necessary to involve public organizations into the solution of the given task. The analysis of the decisions made at the previous hearings such as: to organize an examination of the projects of the chemical weapons destruction plants by public experts, to form public-state commission to supervise chemical disarmament, to address to the State Duma with the request to accelerate the adoption of the law “On chemical weapon destruction” - has been given. It is underlined, that these decisions have been fulfilled.

The aims and tasks of the fourth public hearings on the problem of chemical weapons destruction have been discussed, they are as follows: the exchange of information, further ecological education of population, administration, scientists and the representatives of the Governments, formation of the commission for development of the final paper on the basis of compromise to be presented to the Government of the Russian Federation. The importance of compromise for solving such a task as chemical weapons destruction is emphasized.

SOCIAL-ECONOMIC DEVELOPMENT IN THE KIZNER DISTRICT

Abstract

The area of the Kizner district is 3364 km2. Seven gas arteries, a motor-way and a railway overpass the territory of the district. Fields of mineral water and medicative mud are found in the area of Kizner. The wellsprings may be used for treatment of various diseases. People from Udmurtia and neighboring areas are treated in the local recreation hospital.

The social infrastructure of the district does not meet the requirements of the legal acts. Some objects of social and utility significance are missed at all. Industrial building and social sphere are not developed in connection with the presence of the chemical weapon stockpiles. The district is not gasified, hot water-supply is absent, unemployment rate and social stress are increased. Municipal quarters have not been built for some years. The republic authorities have considered the Kizner district only as a firing-field till now.

There is no doubt that money will be found to build the distruction facility for chemical weapons. However the district authorities will not allow the construction until the results of an independent medical expertise are ready and the high-priority activities concerning the construction of the social infrastructure objects are done. Our concern is the future of the unique mineral water fields as well. The healthful wellsprings must not be ruined during construction the facility. We hope that all questions concerning the chemical weapon stockpiles in Kizner will be settled during the public hearing.
