The political crisis in Kyrgyzstan has become a serious test of the OSCE's effectiveness. Indeed, this was the first case of a joint and effective regulation of a conflict in the post-Soviet region. As the head of the OSCE, Kazakhstan acted within its duties, ensuring the necessary cooperation between the OSCE and the UN and the European Union.

Kazakhstan's efforts discussed with the leaders of the world prevented the threat of a civil war on a large scale in the country and deserved high praise from the politicians of the world. The head of the OSCE, Kanat Saudabayev, carried out several rounds of urgent consultations with the UN Secretary General, Mr. Ban Ki-Moon, representatives of the EU and other international organizations, as well as the diplomatic heads of the leading countries of Europe, the U.S.. Russia and Turkey.

The UN Secretary General, the head of the OSCE and the President of the Kyrgyz Republic appointed special representatives to hold talks and to regulate the situation in Kyrgyzstan.

The OSCE carried out a series of concrete actions to the best of its abilities and in accordance with its mandate. The day after the bloody clashes in Bishkek, on April 8 in Vienna, at Kazakhstan's initiative, a meeting of the Organization's Permanent Council dedicated to the situation in Kyrgyzstan was held. A decision was made to allocate 200 thousand Euros from the OSCE's Reserve Fund to maintain social order and security support the rule of law and democracy in Kyrgyzstan.

In addition, as a neighbor and close partner, Kazakhstan is providing Kyrgyzstan with humanitarian aid and, on the basis of mutual agreements, fuel and food worth 11 million dollars in total free of charge.

A working group was created at a high level headed by the Deputy Prime Minister of Kazakhstan, Umirzak Shukieyev. The total cost of the aid necessary to rebuild the ruined infrastructure of the southern cities of Osh and Jaialabat is one billion dollars. In addition, Kazakhstan has called for an international charity conference to be organized in August that is to ensure aid for the country.

All efforts of the head of the OSCE have been directed to convince the sides of the conflict to lay down their arms, to begin negotiations and to jointly work out mechanisms for political cooperation in the republic. It is important that the Kyrgyz nation itself stops the violence and lawlessness. To ensure security in the region, something all Central Asian countries are undoubtedly interested in, decisiveness in action must be coupled with caution in making decisions which requires familiarity with1 the existing conditions.

I hope that all OSCE countries will support the efforts of the Kazakh leadership in aiding Kyrgyzstan.

In conclusion, I would like to role that Kazakhstan's activity in Poland, as the leader of the OSCE in the conditions of modern threats and challenges, is praised.

The pianist's Warsaw repertoire included classic pieces by Chopin and Prokofiev - wonderful sonatas, nocturnes, waltzes and ballads.
