Increasing Iran-Kazakhstan trade exchange from dlrs 2 billion to dlrs 10 billion is not out of sight, Kazakh Ambassador to Tehran Yerik Utembayev said on Tuesday.

He made the remark during a conference on Iran-Kazakhstan trade and economic opportunities in Tehran.

Given the last year's meeting between Iranian President Mahmoud Ahmadinejad and his Kazakh counterpart Nursultan Nazarbayev, Utembayev called for implementation of new joint projects.

"Iran and Kazakhstan should boost their ties not only in various fields including technical and engineering services," he said.

The Kazakh envoy also expressed hope that mutual cooperation could further increase in all arenas.

On 11 November, Kassymzhomart Tokayev, the chairman of the Senate of the Kazakhstan Parliament, met with UN Secretary General Ban Ki-moon.

The meeting took place in New York on 10 November, where the Speaker of Kazakhstan's Senate, arrived to attend the plenary session of the UN on the ‘Culture of Peace’ topic, which will be held November 12-13.

The sides exchanged views on the development of inter-religious and intercultural dialogue in the modern world. Tokayev described the efforts of Kazakhstan in the promotion of global inter-civilization and inter-religious dialogue.

Inviting Ban Ki-moon to attend the 3rd Congress of Leaders of World and Traditional Religions, which will be held in Astana in July 2009, the Speaker stressed that the coming forum will be held under UN auspices.

Ban Ki-moon praised the international reform and peacemaking, President of Kazakhstan Nursultan Nazarbayev conveyed to him his best wishes.

The Head of the Spanish delegation to the Conference of Astana and Ambassador for the Relations with the Muslim Communities and Organizations, Jose Maria Ferre de la Pena, showed today that the main challenge “is to grow in the mutual knowledge of the western and Islamic societies. Side by side”.

Speaking to Europa Press, he insisted that “one is not to encourage a sense of western culpability, but it is a both way challenge, in order to avoid behaviors that are little integrated”. The possibility of creating a group of journalists who promote dialogue between civilizations and the celebration of a conference for the interreligious and intercultural dialogue, under the auspices of United Nations, are two concrete points approved in the conference “a Common World: Progress through the Difference” that has taken place today in Astana, capital of the former Soviet republic of Kazakhstan.

This forum of dialogue, promoted by the Alliance of the Civilizations, has gathered in Astana 65 national and international organizations representatives, including Ministers of Foreign Affairs and Ambassadors. The Spanish delegation included the Ambassador for the Alliance of Civilizations, Maria Gonzalez Victory Roman, and the Spanish Ambassador to Kazakhstan Santiago Chamorro.

The “Declaration of Astana” reaffirms that “all human rights are universal, interdependent and interrelated” and consists of twelve points aiming at encouraging dialogue between different religions and cultures. Among others, a call to the states so that they develop a greater religious dialogue and emphasize “women rights and the implementation of a gender perspective”. Also it recommends the civilizations history study and the development of the cultures.

The declaration announces the celebration of a Second Forum of the Alliance of the Civilizations in Istambul, the 2nd and 3rd of April next year and welcomes the initiative of King Abdalah of Saudi Arabia to celebrate another conference on religious dialogue under the auspices of the UN.

In the opening speech, Nursultan Nazarbayev, president of Kazakhstan, Muslim of very moderate tendency, warned politicians against the temptation “to invade spheres that are crowned for other people. “Something that is sacred for one cannot to be object of ridicules or jokes to someone else", he added.

He took position against “threats to all cultures and civilizations: not only terrorism or proliferation of arms of massive destruction”. “More dangerous than all that it is the threat of a lamentable negation of spirituality”, he concluded.

U.S. Department of State, November 12, 2008, U.S. AND KAZAKHSTAN REACH MILESTONE IN NONPROLIFERATION COOPERATION



The United States and the Republic of Kazakhstan reached a new milestone in a multiyear joint project to irreversibly decommission the Soviet-era BN-350 fast breeder reactor located at the Kazakhstani port of Aktau on the Caspian Sea. The participating governments completed a sodium processing facility that will be used to dispose of coolant from the reactor core. This action demonstrates and reinforces the strength of the U.S.-Kazakhstani strategic relationship, and our joint commitment to preventing the proliferation of nuclear materials.

A ceremony to celebrate the completion of the construction of the Sodium Processing Facility was held at the facility on November 5, 2008. Representatives from the Government of the Republic of Kazakhstan attending the ceremony included: the Deputy Chairman of the Kazakhstan Atomic Energy Committee, Alexander Kim; the Director of the Labor Safety and Environmental Protection Department of the National Atomic Company Kazatomprom, Marat Nurgaziev; the Executive Director of the Nuclear Technology Safety Center (NTSC), Irina Tazhibayeva; and the Director BN-350 at MAEC-Kazatomprom, Genadi Pugachev. The U.S. was represented by U.S. Embassy to Kazakhstan Deputy Chief of Mission Kevin Milas and NDF Senior Project Manager John Beasley. The U.K. was represented by Deputy Head of Mission of the British Embassy in Kazakhstan Michael Welch.

In collaboration with experts from Kazakhstan and the United Kingdom, Department of Energy and Idaho National Laboratory engineers served as U.S. technical experts on the design and construction of the facility. Nuvia, a British firm, provided additional technical support. Additionally, the Nuclear Technology Safety Center (NTSC), a Kazakhstani non-governmental organization, provided in-country project management for the Government of Kazakhstan that ensured the facility was being constructed in a sound, safe, and ecologically responsible manner.

The construction of the sodium processing facility was funded by the Nonproliferation and Disarmament Fund (http:www.state.gov/t/isn/ndf), a fund available to the Department of State to address unanticipated nonproliferation and disarmament opportunities and emergencies. The Department of State appreciates the cooperation of the Government of Kazakhstan, the Government of the United Kingdom, the NTSC, Nuvia, and the Department of Energy in this successful effort.
