Talks between Choe Thae Bok, chairman of the DPRK Supreme People's Assembly, and Kasymzhomart Tokayev, president of the Senate of Kazakhstan, were held in Astana on Nov. 24.
Present there from the DPRK side were the chairman's party and the DPRK ambassador to Kazakhstan and from the opposite side officials concerned of the Senate.
At the talks both sides exchanged views on the development of the relations between the DPRK and Kazakhstan and matters of mutual concern.
The talks proceeded in a friendly atmosphere.

"My visit to Astana confirmed once again the excellent level of the relations between Romania and Kazakhstan and opened clear perspectives for the consolidation and the development of the cooperation between the two countries, in all fields of interest, beginning with the energetic sector and the economic cooperation in general, but also in the fields such as applied research, culture and education", stated the minister of foreign affairs Lazar Comanescu on November 19, 2008, during the working visit in the Republic of Kazakhstan.
Both parties confirmed once again the interest for the oil pipe-line Constanta – Trieste and examined the promotion perspectives of the Nabucco project. Aspects of the contacts and dialogue were approached, including those on a high level, concerning 2009. The discussions allowed also an evaluation of the international and regional issues, of mutual interest, such as the developments in the Black Sea region and in the Caspian Sea region, central Asia and the adjacent regions, including Afghanistan. They also approached aspects concerning the security and European cooperation from the perspective of Kazakhstan's holding of the effective presidency of OSCE in 2010.
Minister Lazar Comanescu reiterated Romania's commitment to use efficiently the instruments within the UE Strategy for Central Asia in order to strengthen the relations with Kazakhstan. The visit had an important economic constituent because in the Romanian delegation were also included representatives of the Romanian business environment.
During the visit in Kazakhstan, the minister of foreign affairs was received by the Prime Minister Karim Masimov and had meetings with the minister of foreign affairs Marat Tajin, the minister of the economy and financial planning Bahît Sultanov, the minister of education and science Janseit Tuimebaye and vice-minister of the energy and mineral resources Liazat Kiinov. Minister Comanescu and the minister of education Tuimebayev signed, on this occasion, the Agreement of cooperation between the ministries of education of Romania and Kazakhstan. Lazar Comanescu also met at Astana a group of representatives of the Romanian community in Kazakhstan.
The diplomatic tour of the minister of foreign affairs will end on November 20, 2008 with an official visit in the Republic of Turkey.
The EurasiaNet (USA), 27 November 2008, KAZAKHSTAN: US CONTINUES TO PROBE RAIL ROUTE VIA CENTRAL ASIA TO AFGHANISTAN
American military officials are continuing to press for alternative transport routes to Afghanistan, with senior commanders exploring the feasibility of a rail route through the Caucasus and Central Asia.
According to a press release issued by Kazakhstan’s Ministry of Defense, Deputy Defense Minister Bulat Sembinov met with the commander of the US Transportation Command, Duncan McNabb, to look into "opportunities for organizing transit and providing material and technical assistance to the process of reconstruction and backing forces in Afghanistan." Earlier in November, McNabb met with Azeri President Ilham Aliyev.
Separately, Kazakhstan’s transport minister, Serik Akhmetov, met Richard Hoagland, the US envoy in Astana, to discuss various transit ideas involving Afghanistan. The high level meetings in Astana follow on Russian permission to Germany to use the country’s extensive railway network to transit military goods bound for Afghanistan. It is the first time Russia has permitted a NATO ally to transit military supplies via an overland route. A spokeswoman for NATO said the alliance was now actively pursuing agreements with Azerbaijan, Kazakhstan and Uzbekistan to gain access to Afghanistan.
Meanwhile, Uzbekistan, Afghanistan, and the Asian Development Bank (ADB) have signed a Memorandum of Understanding to expand trade and economic opportunities through railway transport. Zhao Xiaoyu, ADB Vice-President, said the agreement "will be taking a major step toward realizing the dream of expanded trade and economic opportunities for larger Central Asia."
