Раздел 2. Цели и краткая характеристика курса:

(В этом разделе необходимо дать логическую и содержательно-методическую взаимосвязь с другими дисциплинами, указать те дисциплины, знание которых необходимо для освоения данного курса; указать основные цели курса, приобретаемые умения; дать аннотацию курса).

Курс «Международная торговая политика» является завершающим в серии курсов по международной торговле.

Предполагается, что студенты прослушали курс «Теория международной торговли»..

Цель данного курса состоит в том, чтобы познакомить студентов с особенностями проведения и экономического анализа международной торговой политики. В курсе рассматриваются аргументы за и против протекционизма, изучается специфика тех или иных инструментов торговой политики. Особая роль отводится рассмотрению особенностей разработки стратегии торговой политики для импортозамещающих отраслей (распределение дохода, безработица) и экспорто- ориентированных отраслей (стратегическая торговая политика, динамические экстерналии и т.д.), вопросам политической экономики, возможности использования инструментов торговой политики для стимулирования экономического роста, а также политической экономике торговой политики. Значительная часть курса посвящена изучению эмпирического материала. В последней части курса рассматриваются вопросы теории и эмпирики торговых союзов, особенности процесса присоединения России к ВТО.

Курс состоит из пяти основных частей:

1. Позитивная и нормативная теория протекционизма

2. Экономическая интеграция

3. Политическая экономия протекционизма

4. Ресурсное проклятие

5. Торговля и институты

Раздел 3. Организация курса и система оценивания:

3.1. Курс состоит из 14 лекций и 7 семинаров.

3.2. Требования к посещаемости аудиторных занятий: допуск к пересдаче финального экзамена возможен только в случае посещения студентом не менее 70% лекционных занятий. Оценка за исследовательский проект учитывается в оценке за курс только в случае присутствия студента на презентации проекта.

3.3. Виды учебной работы и их вес в финальной оценке:

• Проекты готовятся в группах до 3 человек. Презентации проектов проходят на семинарском занятии в предпоследнюю неделю модуля. Тема презентации должна быть согласована с лектором не позднее, чем за две недели до презентационного занятия.
