Успешное изучение курса позволит слушателям:
Блок№1:
- понять экономический смысл функционирования естественных монополий;
- получить полное представление о методах организации и регулировании естественных монополий;
- получить полное представление о способах реформирование отраслей, относящихся к естественным монополиям;
- проанализировать мировые тенденции в области организации и регулирования естественных монополий;
- сформировать необходимые знания для решения практических задач.
Блок№2:
- рассмотреть городской пассажирский транспорт как социально-экономическую подсистему города;
- понять роль государственного регулирования городского пассажирского транспорта;
- проанализировать организацию и регулирование городского пассажирского транспорта за рубежом;
- сформировать необходимые знания для решения практических задач.
Описание курса:
Курс «Инфраструктура и услуги» состоит из двух блоков. Первый блок рассматривает: эволюцию подходов к понятию естественной монополии; вопросы регулирования естественных монополий (историю регулирования, основные теории регулирования, цели и формы регулирования, критерии оценки); основные причины и направления идущей в настоящее время реформы регулирования; а также механизмы регулирования. На примере электроэнергетической отрасли анализируется, как разворачивается реформа регулирования в различных странах, как меняется традиционный облик данных секторов, какие модели и механизмы положены в основу идущей трансформации, какие проблемы осложняют реформирование. Большое внимание уделено зарубежному опыту регулирования естественных монополий. Анализируются проблемы предприятий, относящихся к естественным монополиям города Новосибирска. Второй блок рассматривает проблемы регулирования городского пассажирского транспорта. Блок рассматривает городской пассажирский транспорт как социально-экономическую подсистему города. Описывает основы организации управления городским пассажирским транспортом. Дает представление о развитии городского пассажирского транспорта на основе отечественного и зарубежного опыта. Описывает транспортную систему города Новосибирска и дает рекомендации по ее совершенствованию и развитию.
Каждый блок сопровождается иллюстрацией реальными примерами. Семинарские занятия предполагают обсуждение ситуаций – кейсов.

Блок№1 – Естественные монополии: регулирование и конкуренция
I.Естественные монополии: сущность и подходы к регулированию
Исследуемые цели: За последнее время коммунальные предприятия (электроэнергетическая, водоснабжение и т.п.), неотъемлемой частью которых являются естественно-монопольные сегменты, претерпели крупные изменения. Они шли в направлении дерегулирования, внедрения конкуренции, модернизации функций и методов регулирования. Преобразования начаты и в России, но модели реформирования еще не приобрели завершенных форм. В связи с этим большой интерес представляют тенденции в развитии теоретических концепций, лежащих в основе практических преобразований.

II.Регулирование естественных монополий: зарубежный и отечественный опыт
Исследуемые задачи: Во всех странах транспорт, связь, производство и снабжение электроэнергией и другие предприятия общественного пользования в той или иной степени подвергаются государственному регулированию. В отношении естественных монополий правительство часто образовывает комиссии для регулирования цен и устанавливает стандарты на предоставляемые услуги. На уровне местных органов власти довольно обычной является государственная собственность на предприятия электроэнергетики и водоснабжения. В России влияние естественных монополистов достигло небывалых размеров. В связи с этим необходим всесторонний анализ наиболее эффективных методов регулирования естественных монополий.

Блок№2 - Городской пассажирский транспорт - социально-экономическая подсистема города
Исследуемые цели: Одной из ведущих систем жизнеобеспечения городов япляется городской общественный пассажирский транспорт, от работы которого зависит функционирование других отраслей хозяйственного комплекса. В связи с этим важной проблемой является обеспечение нормального функционирования системы городского пассажирского транспорта. Его главная задача — удовлетворять спрос населения и гостей города на перемещение в любую точку на его территории. При этом особое внимание должно уделяться качеству транспортного обслуживания.

· to understand a role of state regulation of urban passenger transport;
· to analyse organization and regulation of urban passenger transport abroad;
· to generate necessary knowledge for the decision of practical tasks.
Course description:
The program consists of two blocks. The first block considers: evolution of the approaches to concept of public utilities; questions of regulation of public utilities (history of regulation, basic theories of regulation, purpose and form of regulation, criterion of an estimation); the basic reasons and directions of going now reform of regulation; and also mechanisms of regulation. On an example of electropower branch is analyzed, as the reform of regulation in the various countries is developed, as the traditional shape of the given sectors varies, what models and the mechanisms are fixed in a basis of going transformation, what problems complicate reforming. The large attention is given to foreign experience of regulation of public utilities. The problems of the enterprises concerning public utilities of city of Novosibirsk are analyzed. The second block considers problems of regulation of urban passenger transport. The block considers urban passenger transport as a socio-economic subsystem of city. Describes bases of organization of management of urban passenger transport. Gives representation about development of urban passenger transport on the basis of domestic and foreign experience. Describes transport system of city of Novosibirsk and gives the recommendations for its perfection and development.
Each block is accompanied by an illustration by real examples. The seminar employment assume discussion of case-studies.

I. Public utilities: essence and approaches to regulation
Learning objectives: Lately municipal enterprises (electropower, water supply etc.), which integral part are the natural - exclusive segments, have undergone large changes. They went in a direction of reforming, introduction of a competition, modernization of functions and methods of regulation. The transformations are begun and in Russia, but the models of reforming yet have not got the completed forms. In this connection the large interest is represented by the tendencies in development of the theoretical concepts underlying practical transformations.

Learning objectives: In all countries transport, communication, manufacture both supply by the electric power and other enterprises of public usage to some extent are exposed to state regulation. Concerning public utilities the government frequently forms commissions for price control and establishes the standards on given services. At a level of local bodies of authority rather usual the state ownership on the enterprises of electric power industry and water supply is. In Russia the influence natural monopoly has reached the unknown sizes. In this connection the all-round analysis of the most effective methods of regulation of public utilities is necessary.

The block № 2 - Urban passenger transport – socio-economic subsystem of city
Learning objectives: by one of conducting systems of life-support of cities is urban public passenger transport, from which work depends functioning other branches of an economic complex. In this connection the important problem is the maintenance of normal functioning of system of urban passenger transport. Its main task - to satisfy demand of the population and visitors of city on moving to any point in its territory. Thus the special attention should be given to quality of transport service.
