Kaliningrad
- Discount was provided to the vessels, not on routes, established in prescribed order, for tonnage and navigation fees on arrival in port within calendar year:
- 11 - 15 arrival (10%);
- 16 - 20 arrival (15%); and
- starting from 21 arrival( 20%).
- Russian fishing vessels, fishing in Baltic sea in territorial or internal waters of the Russian Federation, with length less than 35.0 m. were exempted from payment of port fees.
- Russian vessels on routes for fishing (from fishing) were paying fees on cabotage rates with coefficient of 0.6.
- For vessels in transit, navigation fees were collected with coefficient of 0.5.
- Cargo vessels on transfer of goods through Kaliningrad bay were exempted from payment of navigation, beaconage and sanitary fees; canal, tonnage and pilotage fees were collected with coefficient 0.3.
- Maintenance and service vessels, providing services to vessels on raid without entering the port, were paying canal, navigation and beaconage fees with coefficient 0.35, pilotage fee with coefficient - 0.5.
- Sport and small vessels with length up to 20 m. were paying pilotage fee in the amount of 1000,0 rubles for every pilotage; with length exceeding 20 m. - 1500,0 rubles.
- Passenger vessels were paying port fees in full amount.
- Roll-on and bulk vessels, going to (from) harborage N 3 and N 4 of Baltiysk, were exempted from paying canal fee.

Astrakhan
- Vessels, entering the port and on transit without carrying passenger and cargo operations paid necessary canal and pilotage fees in full. Vessels, arrived in port from inland waterways and going back to the inland waterways in the river ports, paid tonnage fee with a coefficient 0.5.
- Vessels, arriving from Olya were exempted from payment of icebreaker fee.
- From the 1 May to 30 November no ice breaker fee was paid by:
- vessels, going from the Caspian Sea to internal waterways of Russia and back without carrying cargo operations in port; and
- fishing fleet vessels.
- From the 1 December to 28 February vessels with ice breaker type LU3 and higher (under classification of Russian Sea Navigation Registry or their corresponding types of other classification societies) paid ice-breaker fee with coefficient 0.75.
- Pilotage fee did not include payment for transportation of the pilot on board and off board.
- No navigation fee was paid by vessels:
- within the limits of Streletskoe - 0 km of the Volga-Caspian Sea navigation canal (VCSNC) entering/leaving (from) harborage of the seaport Astrakhan from (in) adjacent water objects (horns, feeders); and
- passing the seaport of Astrakhan from adjacent water objects (from one horn to another).
- No fees were paid by vessels, maintaining means of navigation support for navigating safety.
- No fees were paid by vessels, following from internal waterways to port of Olya and going back to internal waterways.

- Tonnage fee from barge tugboats was collected on the sum of gross capacity of all elements of consisting floating objects in one single journey only for entry and exit from port, in which cargo operations were performed. If the towing vessel, due to objective circumstances, might not submit to the dock at the same time more than one object, the tonnage fee is charged with the tug for entry to and exit from the port only for the first object being towed.
