In this article the study of the effectiveness of the management system is considered as a scientific direction. Some models of and approaches to the estimation of the effectiveness of state institutions are proposed. The ratio of «effectiveness level» and «internal crisis level» is determined.

In this article the main body of the philosophy of the history of English philosopher and «the historian of ideas» Isaiah Berlin. Weltanschauung relativism, which is peculiar to him, value pluralism, and indeterminism in science have received criticism. Special attention is paid to the criticism of Berlin’s theory of freedom of will.

Pisarevsky N.P. (Voronezh). New images of sea vessels from antique cities of the Northern Black Sea coast 31

This article is dedicated to interpretation of images of Olvia antique sea vessels of the period of the VI^th century and the beginning of the V^th century before Christ. This study has allowed to identify drawings of vessel types of the Ancient Greece as strongylon ploion, to define hypothetically their forms, designs and dimensions.

Sadykhova A.A. (Saint-Petersburg). European multi-culturalism: stages of interference of the West-European and Muslim cultures (the end). 36

Having analyzed mutual relations of the West-European and Muslim cultures from the VIIth century up to now, the author does a conclusion about inevitability of their symbiosis.

Bugashev S.I. (Saint-Petersburg). English – French rivalry in Sweden (1768–1770) 42

On using on extensive foreign and Russian historiographies the author analyzes events of the end of the XVIII^th century connected with the participation of the Great Britain and France in the political strike in Sweden in 1768–1770.

On the basis of the domestic historiography of the end of the XIX^th century and the beginning of the XX^th century the author makes attempts to trace dynamics of mutual relations between Russian Orthodox Church and the State boards.

Volkovich A.Yu. (Saint-Petersburg). The society of custody of poor and ill children from idea to organization (1870–1900) 54

This article is dealt with the analysis of the activity of «The society of custody of poor and ill children» in Petersburg in the period of 1860–1880. Propositions to organize «societies of custody poor and ill children» have originally arisen in pedagogical institutions and actively discussed by members of «Petersburg pedagogical society»? in particular on pages of the magazine «Education of women».

Kuvshinov V.A. (Moscou). Activity of Kadets aimed at organizing republic – democratic union (RDU) (the end) 58

Having entered into scientific circulation the numerous documents stored in the State archives of the Russian Federation, the author does a conclusion that many kadets, especially representatives of the left wing of a party led by P.N. Milyukov opposed supports of hitlerite plans of an attack to Soviet Union.

Meerovich M.G. (Irkutsk). Housing politics in the USSR in the period of 1917–1941. 65

In this article principles and mechanisms of soviet housing politics in the period of 1917 – are considered. The goals of soviet housing politics, namely nationalization of dwelling as means to manage with people, are presented on materials of legislative documents of the Political Bureau of the Central Committee of the Bolshevist party, Commissariats of the Soviet Government, departmental orders etc. The use of dwelling as a means to attach to a place of work, compulsions to demanded labour productivity level and an ordered way of life is shown.

Bazanov P.N., Sokolov M.V. (Saint-Petersburg). Peasants’ Russia – Labour peasants’ party: from the history of political «activism» of Russian emigration (the end). 78

Using documents of the State archives of the Russian Federation, the Central archives of FSB of the Russian Federation, some publications of 1920–1930ies, the authors do the important notice that the activity of «Country Russia» has stopped not in 1939 as it was considered before but in the middle of 1950ies.

Nesterov E.A. (Saint-Petersburg). About the beginning of distribution of periodicals in Komi area (in the end of the XVIII^th century and the beginning of the XIX^th century) 84

On the basis of local archival documents and domestic historiography the author traces the process of distribution of periodicals in Komi area.

Tzvetkiva B.F. (Volkhov). Restoration of constitutional order in the Chechen Republic in the period of 1994–1996 (on the basis of materials of domestic periodical). 89

On studying domestic historiography of 90-es of the XIX^th century and in the beginning of the XX^th century the author stresses the negative relation of mass-media to war actions in the Chechen Republic.

Zolotukhin A.Yu., Korovin V.V., Mazhosov A.N, Nemtzev A.D. (Kursk). Military and memorial work in Kursk area (the end). 95

Using documents of the Central archives of the Ministry of Defense and the State archives of Kursk district, the authors of this article have recreated a panorama of military and memorial work in this district during 1940ies and in the beginning of XXIst century.

On the basis of domestic historiography of 1930–1970 the author studies a monument of VII^th – VI^th before Christ which was found in Northern Ossetia in 1913.
