The Oyster card is a form of electronic ticketing used on Transport for London and National Rail services within the Greater London area of the United Kingdom. The card was first issued to the public in 2003 with a limited range of features and there continues to be a phased introduction of further functions. By March 2007 over 10 million Oyster cards had been issued and more than 80% of all journeys on services run by Transport for London used the Oyster card
Closed-circuit television (CCTV) is the use of video cameras to transmit a signal to a specific, limited set of monitors. It differs from broadcast television in that the signal is not openly transmitted, though it may employ point to point wireless links. CCTV is often used for surveillance in areas which need security, such as banks, casinos, and airports or military installations. Increasing use of CCTV in public places has caused debate over public security versus privacy. In industrial plants, CCTV equipment may be used to observe parts of a process that are remote from a control room, or where the environment is not comfortable for humans. CCTV systems may operate continuously or only as required to monitor a particular event.
NEET is a government classification, first used in the United Kingdom but whose use has spread to other countries, including Japan, China and South Korea. The classification is "Not currently engaged in Employment, Education or Training".
In the United Kingdom, the classification comprises people aged between 16 and 18 who do not participate in society and who are beyond the scope of labour welfare. In Japan, the classification comprises people aged between 15 and 34 who are unemployed, unmarried, not enrolled in school or engaged in housework, and not seeking work or the technical training needed for work. The ‘NEET group’ is not a uniform set of individuals but consists of those who will be NEET for a short time while essentially testing out a variety of opportunities, and those who have major/multiple issues and are at long term risk of remaining disengaged.
[edit] In the United Kingdom
The NEET classification is defined by targets laid out by the DfES in the central government Transforming Youth Work document published in 2000. The classification is specifically redefined in other local government papers, such as "respondents who were out of work or looking for a job, looking after children or family members, on unpaid holiday or travelling, sick or disabled, doing voluntary work or engaged in another, unspecified, activity".
As of 2004, 7.7% of the age group was classified as NEET[1].
The first large-scale study of the phenonomen, The Cost of Exclusion[1],estimates that up to a million young people cost the UK economy ?3.65 billion per year.
[edit] In Japan
NEETs are now being observed to exist in Japan as revealed through employment statistics collected by the Japanese government. The growth in the size of the population classified as NEET (whose estimated size rose from 480,000 in September 2002 to 520,000 in September 2003, according to the Japan Ministry of Health and Labor) has been viewed with some concern by Japanese politicians, because of its potential for impact upon the Japanese economy. Other surveys done by the Japanese government in 2002 present a much larger figure of 850,000 people who can be classified as NEET in the Japanese population, and of those individuals, those in the twenty-five to thirty-four old age cohort comprised 60% of that total.
In Japan, NEETs are those who have rejected the accepted social model of adulthood in seeking full-time employment after graduation or further training through the governmental Hello Work schemes to obtain marketable job skills. Some experts state that NEETs in Japan are due to the extended economic stagnation in that country during the 1990s, which has led to a high percentage of unemployment amongst the youth segment of the population, 2.13 million by some estimates, reflected in a change in status of freeters, who were nominally employed, into NEETs.
NEET is distinct from freeter, the classification for those who continually move between low-wage jobs. Both are seen as a reaction by Japanese youth against the more traditional career path of being a salaryman. The development of freeters and NEETs in Japan may be an indication that the system of life employment enjoyed by their salaryman fathers may be disintegrating in the face of economic hardship, or in the face of globalization, where individuals are expected to innovate and communicate across cultures, and where a defined employee role may not exist. The availability of life-long employment in a single company then, becomes increasingly untenable for both corporations and individuals. Others believe the NEET problem is much deeper. Professor Miyamoto Michiko believes that NEETs are a "breakdown of the social framework forged in an industrial society, by which young people become adults." NEET may be part of a growing subculture of young Japanese, including freeters, parasite singles, and hikikomori, who could be considered an extreme subgroup of NEET, that are generally dissatisfied with the options and opportunities available for them in the 21st century.

Parasite singles
From Wikipedia, the free encyclopedia
• Learn more about using Wikipedia for research •Jump to: navigation, search
Parasite singles (?????????, parasaito shinguru) is a Japanese term for people who live with their parents until their late twenties or early thirties in order to enjoy a carefree and comfortable life. The expression parasitic singles is sometimes used as well.
The expression is mainly used in reference to Japanese society, but similar phenomena can also be found in other countries worldwide, Italy being the most famous, and the use of the expression has spread.
Origins
The expression was first used by Professor Masahiro Yamada of Tokyo Gakugei University in his bestselling book The Age of Parasite Singles (????????????, parasaito shinguru no jidai), published in October of 1999. The catchy phrase quickly found its way into the media and is now a well-known expression in Japan. Professor Yamada subsequently coined the related term parasite couple to refer to married children living with the parents of one partner. However, this situation occurs less frequently and the term parasite couples is less well known. This is a traditional Japanese living arrangement, though its prevalence has decreased in recent years.
[edit] Situation
It was estimated that there were 10 million parasite singles in Japan in 1995. According to a 1998 survey by the Ministry of Health and Welfare, about 60% of single men and 80% of single women between the ages of 20 and 34 live with their parents. These numbers have been steadily increasing since 1976.
While some adult children help with the household chores or even pay a share of the rent, the vast majority do not. According to some statistics, [attribution needed] about 85% of the children do not help with shared living expenses, but instead receive free housekeeping, laundry and meals from their parents. On top of that, about 50% of the children receive additional financial assistance from their parents (however, other sources say that 50% of the children do contribute to the living expenses).
This situation allows the children to live in considerable comfort, and while many save money, others spend all their income on luxury items, traveling, and other non-essential expenses. Many children wish to live with their parents until they marry.
The parents, for their part, often enjoy living with their children. Many parents want to protect their children and offer them the best possible start in life, trying to give them the opportunities they themselves never had. Parents also enjoy the company and the social interaction and try to maintain the relationship. The additional expenses for the parents due to the additional household member are usually small, as the fixed costs like rent have to be paid anyway, and the additional cost for food and other consumables is usually negligible. Many parents also see this as an investment in their future, as the children will be more obliged to take care of their parents in their old age (in Japan it is traditionally the children that nurse their elderly and disabled parents).
[edit] Causes
The primary reason for the parasite single phenomenon is not economic, as this phenomenon has always existed in Japan. However, the housing costs in Japan are notoriously high, especially in or near large cities. A parasite single who chose to live independently would on average lose 2/3 of his or her disposable income. Furthermore, they would also have to do the cleaning and cooking for themselves. Finally, establishing a household has a large up front cost for durable items as for example a refrigerator, furniture, washing machine, and other items. The security deposit, traditional monetary gift for the landlord ("key money"), and the housing agent fee can also easily reach six months' rent; this is non-refundable and must be paid in advance. In summary, becoming independent involves large expenses, work, and a significant drop in living standard. Furthermore, as the vast majority of the Japanese population is concentrated in cities, all the employment and entertainment options desired are within reach from the parental home.
The economic advantages are enjoyed by all types of parasite singles, although there are different subgroups within the group of parasite singles. Career oriented young salarymen and office ladies could afford to live on their own, but prefer the additional financial benefits, and perhaps the company and security of living at their parents' homes. Other adult children have difficulty finding steady employment in the current difficult economic situation. They often can find only part time and low paid jobs, turning into underemployed so-called freeters who cannot afford to live independently even if they would like to. Finally, some adult children do not want to face the competition of the outside world at all and do not seek work at all, and in the worst case do not even want to leave the parents' house. These children are referred to as hikikomori (????, people who withdraw from society, literally to "withdraw into seclusion").
[edit] Effects
One possible side effect of the parasite single phenomenon is the increase of the average age of the first marriage (though this is also attributable to other factors like career prospects and education). While in 1970 women married on average at age 24 and men at age 27, this has increased to 27.4 years for women and 29 years for men in 2002. This has also resulted in women having children later in life, and fewer children overall due to the decline in fertility after age 30. Subsequently, while in 1983 there were on average 1.8 children born to every woman over her lifetime, this decreased to 1.32 children per woman in 2002.
Many parasite singles work, often having successful careers and considerable income, yet relatively few contribute to the living expenses of the parents' household. Subsequently, they have a large amount of disposable income, and few needs for durable goods. It is said that the spending habits of parasite singles is good for the economy, but others point out that they would also have to spend the money if they were living alone, except less for luxury items and more for essential expenses. In effect, the sales of durable goods (refrigerators, furniture, washing machines) in Japan is steadily declining, whereas the sales of luxury goods, especially brand name items like Gucci, Prada, Hermes, Dior, Givenchy and especially Louis Vuitton (which is exceedingly popular in Japan) is booming. Overall, the effect for the economy of Japan is only a slightly different demand pattern, except for the money leaving Japan due to overseas holidays and import products.
Another effect is a possible reduction in the price of real estate and rental cost due to the increasing number of people per household.
[edit] Controversy
Parasite singles are often blamed for a large number of problems in Japan, ranging from a decline in the birth rate over the economic recession to the increase in crime. Professor Yamada claims that the "spoiled" women that grew up during the bubble economy are particularly to blame. However, many people also feel that the young adults have no option but to become parasite singles in the current difficult economic situation, having to choose between career and family. However, this discussion has disappeared as the economic situation has improved and it has been demonstrated that the so-called "lost decade" had little, if any, effect on this phenomenon.[citation needed]

Cuban Foreign Minister expresses confidence in youth
HAVANA, October 4 (PL).- Foreign Minister Felipe Perez Roque reaffirmed the Cuban government’s confidence in the country’s youth taking forward the work of the Revolution.
FPRIVATE "TYPE=PICT;ALT=Cuban Foreign Minister expresses confidence in youth"
During a meeting with students at the University of Havana, Perez Roque praised the talent, honesty and audacity of youth in solving problems.
The Cuban foreign minister recalled the revolutionary path of Argentine-Cuban guerrilla fighter Ernesto Che Guevara, who was 28 when he joined the group led by Fidel Castro, which put an end to the Fulgencio Batista regime.
Perez Roque also evoked the example of thousands of internationalist young Cubans who died in Africa.
"It would unpardonable for the new generation to allow the Revolution bequeathed to them by their parents, to be snatched from their hands,” the Cuban leader told the hundreds of young people gathered within the University, where, as Fidel Castro said, he became a revolutionary.
Cuban youth, along with the entire population, are hoping that next October 30, the majority of United Nations member countries will condemn the economic, financial and commercial blockade that Washington has imposed on the country for almost 50 years.
In 2006, for the 15th consecutive time, the General Assembly voted in favor of the United States ending the embargo.
While in 1992, 59 countries supported the lifting of the blockade, last year 183 countries - out of the 192 members of the UN - demanded that Washington end the practice.
Nevertheless, the White House has consistently ignored the General Assembly’s resolutions.

Posada’s main accomplice released in El Salvador
FRANCISCO Antonio “El Panzon” Chavez Abarca, international terrorist Luis Posada Carriles’ main accomplice in El Salvador, has been released. He was never accused of terrorism by the Salvadoran authorities, despite being responsible for various attacks in Cuba, including the one that killed Fabio Di Celmo.
The criminal has been released because, among other reasons, he had spent more than two years in prison without having gone to trial.
Arrested for being the leader of a “car-theft” ring, El Panzon was able to avoid trial with the apparent complicity of prosecutors, given that his case was heard separately from that of the rest of his gang, and his trial was postponed until he was finally exonerated from any charges by the First Sentencing Court.
As the last scene in the show, the criminal reached an agreement with three of his victims, paying them $4,000 to $6,000 each. By doing so, he was able to present the court with a legal document in which those individuals claimed “they never felt offended, nor had they received money; they did not even know who the defendant was,” according to a report in La Prensa Grafica newspaper in San Salvador.
Chavez Abarca was arrested on Sept. 28, 2005 as the head of a Central American mafia dedicated to stealing cars and selling them illegally, with the complicity of customs agents, Transport Protection Division Police, and employees of Central American Transit Services (SERTRACEN).
In a spectacular sweep, 19 arrests were made, but not one single person has been convicted to date.
Despite the fact that the Salvadoran government was always aware of Chavez Abarca’s active participation in the attacks on Cuban territory, he was never investigated or charged in his country for his complicity in this campaign of terror.
El Panzon made three trips to Cuba in April and May 1997.
He was the one who placed the first bomb that went off in the bathroom of the Ache club in the Hotel Melia Cohiba on April 12, 1997.
The Salvadoran was also the individual, who, under Posada’s directions, hired Ernesto Cruz Leon, convinced him into engaging in terrorist missions abroad, trained him to make bombs and instructed him in the attack that later caused the death of the young tourist Fabio di Celmo.
In subsequent months, Chavez Abarca recruited, trained and sent several other mercenaries to Havana, including Jorge Venancio, a terrorist now based in Guatemala.
It has been extensively documented that the murder of Fabio Di Celmo is a result of the impunity granted by the United States to terrorist acts committed by Cuban-American individuals. The conspiracy was cooked up, with CIA approval, in the offices of the Cuban-American National Foundation and was directed by its paramilitary committee, which at the time included individuals such as Luis Zuniga Rey, today a close associate of Bush; Francisco Jose “Pepe” Hernandez Calvo; Alberto Hernandez, Horacio Salvador Garcia, Arnaldo Monzon Plasencia, Antonio “Tonin” Llama, Alfredo Domingo Otero and Guillermo Novo. Jet linked to CIA crashes in Yucatan with drug shipment aboard
• Incident takes place at a time when that Mexican peninsula is a theater of war among Cuban-American drug traffickers handling the lucrative business of illegal emigration
BY JEAN-GUY ALLARD-Granma International staff writer-
A private jet which crashed in the vicinity of Cancun on September 24 with a cargo of six tons of cocaine and heroin aboard had been utilized by the CIA in recent months for transferring prisoners to and from the U.S. interrogation camp on Guantanamo. The aircraft, a Grumman Gulf Stream II model, with U.S. registration number N987SA, officially belongs to a company in the south of Florida, which bought it just eight days before the presumed accident, the circumstances of which are murky.
The mysterious incident that recalls the large-scale trafficking operations attributed to the CIA in the 80s, came at a time of bloody warfare among Cuban-American drug traffickers who have taken over the lucrative business of the illegal emigration of Cubans in Yucatan. The wave of violence, apparent for some months, reached an alarming level the same weekend of the air crash with the murder of another emigre Cuban in a well known public place in the tourist complex.
Press agencies in Cancun and Mexico report how the luxury Gulf Stream II was bought in August from a New York company owned by one William Achenbaum by a Florida company called Donna Blue Aircraft run by two Brazilians, Joao Luiz Malago and Eduardo Dias Guimaraes.
Achenbaum’s employees refused to answer questions. Malago and Dias Guimaraes said that they had sold the plane on September 16 to two Florida pilots, Clyde O’Connor and Greg Smith, who paid them - it is not known how - two million dollars in cash.
The Federal Aviation Administration is now saying that it was never informed of the sale and that, in consequence, never dispatched any certificate. O’Connor’s company, Execstar Aviation of Fort Lauderdale, is not answering the telephone, according to the Miami press.
Two days after the purchase, the aircraft left Fort Lauderdale, Florida for Cancun, Mexico and then for the Jose Maria Cordoba aiport in Rio Negro, Colombia, 40 kilometers from Medellin, the heartland of Colombian traffickers, from where it returned to Cancun.
HAND OF THE CIA
The same jet appears on the 2003-2005 list of CIA secret flights established by a European Union commission given the intense traffic of aircraft handled by the U.S. intelligence agency for transferring prisoners, often illegally kidnapped, via various compliant countries.
However, the Mexican ?Por Esto! daily affirmed in its September 29 edition that the CIA used the plane on four occasions in recent months.
The national press notes that all files relating to the powerful jet were blocked in the Cancun Airport information system by the airport authorities themselves.
In the midst of contradictory reports, it was stated that the pilot, a Mexican by the name of Edick Munoz Sanchez, had been transferred to the capital for interrogation.
But ?Por Esto! revealed on September 30 that “Edick or Eric Munoz Sanchez was not known to the Association of Aviation Pilots (ASPA) or to various flying schools in Mexico City.
The journalist, known for his investigations, noted: “To date, the Attorney General’s Office has NOT brought before the public opinion that young man initially identified as South American and subsequently as from the Federal District, with white skin and delicate features.”
Meanwhile, two other crew members from the plane, a man and a woman, managed to escape from the location of the accident in a truck stolen in Cancun and which reappeared some few hours later in Merida.
The incident illustrates the level of drug trafficking in that part of the Yucatan Peninsula with the complicity of Miami Mafiosi who, for a few years now, have been using Cancun as a playing field.
It is not by chance that the accomplices of Luis Posada Carriles selected Isla Mujeres, in the vicinity of Cancun, for rescuing the international terrorist, a fugitive from Venezuelan justice.
^ EVIDENCE POINTS TO MIAMI
The Grumman’s forced landing in a forested area of Yucatan in circumstances still to be clarified, occurred hours after the execution of a criminal of Cuban origin in right in the middle of the Cancun hotel area. The man, Maximiliano Rey Mota, aged 43 was linked to the Cuban mafia operating in Quintano Roo.
Rey Mota was killed with a single R-15 bullet in the presence of his partner in the Coral Negro handicrafts complex.
A number of aspects related to former killings in the peninsula point to members of the Cuban mafia operating in Miami. Cuban Americans recently murdered include Manuel ‘El Many’ Duarte Diaz, Luis Lazaro Lara Morejon, his friend Maria Elena Carrillo Saenz, Jesus Aguilar Aguilar and Edwin Park Gomez.
The situation is so grave that Karen Martin, the US consul in Merida in Yucatan suddenly materialized just hours after the last crime, seeking involvement in the investigation.
Karen Martin affirmed that her country is fully prepared to cooperate in order to clarify the eliminations.
While the Miami FBI has distinguished itself from the outset by its characteristic inertia in the face of activities of the Cuban-American mafia, the diplomat insisted that if it can be confirmed that these crimes are related to organized crime in the United States, her government would be prepared to cooperate in order to clarify the facts and punish the guilty.
Since January, 26 people have lost their lives in this wave of violence
