Construction of Uzen-Gizilgaya-Bereket-Etrek-Gorgan railway line may delay for one and a half year, MP Zeynulla Alshimbaev addressing to the Kazakh Prime Minister.

“At present feasibility study of the project has been developed, as well as construction documents are being devised by means of the public budget and it is planned to be completed in mid-2009. However, despite the signed abovementioned documents, so far a financial source of the project has not been yet determined,” Alshimbaev said.

He reminded that the Presidents of Kazakhstan, Turkmenistan and Iran inked a declaration to construct Uzen-Gizilgaya-Bereket-Etrek-Gorgan railway section in Tehran on Oct. 16 in 2007. Governments of three countries signed an agreement in Bereket on Dec. 1 in 2007 to implement the declaration. “The governmental bodies offer different versions of construction, including on concession base. In the case of realizing the project on concession base taking into consideration procedures of determining concessionaire set by the Kazakh government, October 2009 is a real term to begin construction and late 2012 – to finish it,” the MP said.

In this case, failure of the fixed term to put into exploitation the section makes up almost one and a half year, he said.

“Turkmenistan began to build railway section in its territory in December 2007 and it is planned to finish the construction on a date fixed in the agreement. Length of the section in the Iranian territory makes up 70 km and Iran intends to launch the section on the agreed date. Therefore, possible failure of the term by Kazakhstan can damage prestige of the state at the international arena,” Alshimbayev said.

He noted that the project is strategically important for Kazakhstan.

“Regarding term of end and simultaneously exploitation of all section set by agreement amongst Kazakhstan, Turkmenistan and Iran – December 2011, as well as using a moment when prices for materials drop, the project can be implemented by means of public budget or the National Welfare Fund Samruk-Kazina Joint Stock Company,” the MP said.

During January-December of 2008, the volume of the gross agricultural production in Kazakhstan totaled 10.86 bln USD at current prices, a decrease of 5.6% compared to January-December period of 2007, declared the Statistics Agency of Kazakhstan.

But during January-December of 2008, the general volume of industrial production in Kazakhstan totaled 84.05 bln USD at current prices, up 2.1% compared to January-December period of 2007.

According to the Ministry of Finances of Kazakhstan, during the period, the foreign trade turnover of the country totaled 101.2 bln USD, up 39.9% compared to January-December of 2007, including exports – 66.95 bln USD, up 57.2%, imports – 34.26 bln USD, up 15.1%.

In 2008, Kazakhstan harvested 15.6 mln tonnes of grains and legumes. The majority of grains was harvested in Kostanay (30.7% of the harvest), North Kazakhstan (29.2%) and Akmola (19.3%) oblasts, declared the Statistics Agency of the Republic of Kazakhstan on January 19.

The Eastern-Kazakh oblast gave the largest sunflower harvest (46% of the general harvest).

Agricultural enterprises grew and harvested two thirds of all grains and legumes in the country. Farming economies provided the half of all oilseeds harvest.

Kazakhstan's defense ministry said Jan. 22 it had asked Israel to help it modernize its military and produce weapons that comply with NATO standards.

"We are currently working on the organization of Kazakh-Israeli ventures," a ministry statement said after deputy Defense Minister Kazhimurat Mayermanov met representatives from Israel's arms developer Soltam Systems Ltd.

The ex-Soviet state, which enjoys good relations with Russia, China and the U.S., wants Israeli arms producers to help it manufacture modern weapons at its Petropavlovsk factory base in the north of the country.

On January, 20 in Astana the Minister of Foreign Affairs of the Republic of Kazakhstan Marat Tazhin held a meeting with First Deputy Minister of Czech Republic Tomash Poyar during his short visit to our country.

A number of topical issues in international relationships, key aspects of EU Chairmanship of Czech Republic, particularly within the framework of the dialog between Central Asia and European Union, and also the current state and perspective trends of bilateral relationships were discussed by two sides in the course of the meeting.

The Head of the Ministry of Foreign Affairs of Kazakhstan acquainted his colleague on the realization process of the State program "The Way to Europe".

In his turn, T.Poyar underlined the interest of European Union in fortification of collaboration with Kazakhstan that is proved out by number of working meetings at most diverse levels planned to be held in Astana and Brussels during the Czech Chairmanship.
