Одна из задач осуществления проекта заключалась в обеспечении мониторинга и оценки процесса расширения прав и возможностей охваченных проектом лиц и масштабов произошедших в итоге социальных преобразований. В этих целях Секция по вопросам молодежи ЮНЕСКО осуществляла сотрудничество с рядом местных НПО четырех странбенефициаров проекта (Бангладеш, Индии, Непала и Пакистана) в целях разработки компо34 С/Annexe I - page нентов системы мониторинга и оценки, проводимых партнерами. Две основные цели этой системы заключались в следующем: обеспечить участие местных участников, которые, будучи молодежными организациями, непосредственно заинтересованы в осуществлении проекта, и укрепить потенциал этих организаций в области мониторинга и оценки проекта.

Этот новаторский подход проведения оценки партнерами позволил выйти на новые концепции, связанные с весьма сложными вопросами расширения прав и возможностей, и подтвердил тем самым дополнительную ценность сотрудничества с молодежными НПО в рамках инициатив, связанных с молодежью. Кроме того, это также позволило утвердить подходы такого рода применительно к другим партнерам, что привело к более тесному взаимодействию с этими партнерами.

V. Вклад в нормативную деятельность ЮНЕСКО Последние годы были отмечены усилением значения нормативной деятельности в программах ЮНЕСКО в области культуры.

За период, охватываемый настоящим шестилетним докладом, НПО внесли значительный вклад в эту деятельность как в традиционной форме, как это имело место, например, в области авторских прав или материального наследия, так и в новой форме в рамках положений Конвенции об охране нематериального культурного наследия (2003 г.) или же положений Конвенции об охране и поощрении разнообразия форм культурного самовыражения (2005 г.). В качестве двух конкретных примеров этого сотрудничества можно привести, с одной стороны, мониторинг осуществления Рекомендации о положении творческих работников (1980 г.) путем создания Обсерватории по социальному статусу творческого работника и, с другой, осуществление программы Провозглашения шедевров устного и нематериального наследия человечества, введенной на международном уровне ЮНЕСКО в 1997 г., которая была завершена в 2006 г. после вступления в силу Конвенции об охране нематериального культурного наследия, принятой в 2003 г.

Обсерватория по социальному статусу творческого работника Ряд НПО, занимающихся вопросами художественного творчества, были с самого начала (в 1978-1980 гг.) подключены к работе по разработке и подготовке в окончательном виде текста Рекомендации о положении творческих работников, принятой единогласно на 21-й сессии Генеральной конференции. В 1997 г. по завершении работы Всемирного конгресса по положению творческих работников, состоявшегося в Штаб-квартире ЮНЕСКО, были приняты заключительная декларация и ряд рекомендаций, в том числе рекомендация о создании базы данных о практике государств-членов в области социально-экономической защиты творческих работников. Эта база данных начала создаваться в 2002-2003 гг. и была размещена в Интернете под именем Всемирной обсерватории по социальному статусу творческого работника ( Предварительная работа была проделана при содействии тех же НПО, многие из которых поддерживают официальные отношения сотрудничества с ЮНЕСКО. Свой важный вклад в работу по созданию этой обсерватории внесли и другие организации, в частности, путем предоставления имеющихся в государствах-членах данных о принимаемых законодательных, социальных и культурных мерах по улучшению статуса творческих работников на национальном уровне. Значительную часть документации удалось собрать благодаря сетям НПО и проведенным ими опросам среди своих членов. В настоящее время на сайте ЮНЕСКО размещены соответствующие данные о положении творческих работников примерно в 40 государствах-членах.

34 С/Annexe I - page Программа провозглашения шедевров устного и нематериального наследия человечества Эта программа предусматривала научно-техническую оценку номинаций, выдвигаемых государствами-членами на рассмотрение международного жюри. Эти оценки имели важнейшее значение, поскольку они служили для членов жюри точкой отсчета при решении вопроса о том, отвечает ли та или иная номинация предъявляемым требованиям. В ходе трех провозглашений (2001 г., 2003 г. и 2005 г.) на восемь НПО, поддерживающих официальные отношения с Организацией, было возложено проведение этих оценок в соответствующих областях. Со времени первого провозглашения, состоявшегося в 2001 г., неправительственными организациями была проведена оценка материалов по 152 номинациям. Примерно треть из них прошли двойную оценку с учетом сложностей представленных форм самовыражения или культурных проявлений. Использование услуг этих НПО на индивидуальной или на дополнительной основе не только позволило охватить все области нематериального культурного наследия, но и дало возможность в некоторых случаях провести встречную экспертизу и взглянуть на рассматриваемые вопросы под новым углом зрения. Помимо самой оценки номинаций, благодаря этой работе удалось получить практические советы по более эффективному осуществлению планов действий по охране соответствующего наследия. Наконец, в отдельных случаях вклад НПО позволил получить важные научные сведения в отношении номинаций, связанных с новыми областями нематериального культурного наследия.
