Turkish weekly, 11.01.10, Kazakhstan Takes Over Term Presidency of OSCE


Resolution of Nagorno-Karabakh problem and normalization of Azerbaijani-Armenian relations, establishment of security and stability in Afghanistan are announced to be as the priorities of OSCE under the leadership ofKazakhstan.

According to the report of Anatolia Agency, Kazakhstan, which took over the term presidency of OSCE from Greece on January 1, will struggle for resolution of the regional problems.

Kazakh authorities stated that the situation in Afghanistan has turned into a frozen state. “OSCE should have an efficient role in the resolution of problem,” Kazakh officials stressed. Kazakh officials stated that Kazakhstan is sensitive on the developments in her neighbour Afghanistan. Calling for attention to the problems among the countries in the region, Kazakh officials stressed that problems between Azerbaijan and Armenia might be solved in peaceful methods and Kazakhstan may mediate between two countries since it has good relations with both countries.

Commenting on the problems between Russia and Georgia, authorities said that Kazakhstan, which also have good relations both with Russia and Georgia, may contribute the solution of the dispute between two countries. Reminding the meeting between leaders of OSCE member countries, Kazakh officials stated that last meeting between the leaders of OSCE member countries was held during the term presidency of Turkey in 1999.

It is reported that Kazakh President Nazarbayev invitied members of OSCE for a meeting in Astana, Kazakhstan.

Kazakhstan has became the first country to be the term president of OSCE among former USSR countries.

As an OSCE Co-Chair, Kazakhstan might give a new impetus to the settlement of the conflicts in OSCE area, Kazakh Foreign Minister Kanat Saudabayev said in the course of his phone conversation with UK Foreign Secretary David Miliband.

The officials underlined significance of the progress and support of multi-sided efforts into the settlement of so called “protracted conflicts” primarily on the territory of former Soviet Union.

According to Kazakhstan Today, in-depth knowledge of history and current state of these conflicts by President Nursultan Nazarbayev, as well as confidence and respect towards him in CIS countries, offers hope that Astana will be capable of gaining momentum to the settlement of the conflicts.

Kazakhstan holds OSCE presidency in 2010.

The new OSCE Chairperson-in-Office, Kazakhstan's Secretary of State and Foreign Minister Kanat Saudabayev, will host a gala concert on Wednesday in Vienna to mark the start of Kazakhstan's OSCE Chairmanship. 

The concert will be preceded by the presentation of the Austrian edition of the book "Kazakhstan's Way" by Kazakh President Nursultan Nazarbayev and followed by a reception. The events are open to journalists.

On Thursday, Saudabayev will outline Kazakhstan's priorities for the Organization in 2010 at a session of the Permanent Council, one of the OSCE's main regular decision-making bodies. The speech will be preceded by the broadcast of a videotaped address by Kazakh President Nursultan Nazarbayev.

On Wednesday, 13 January, journalists are invited to the book presentation, set to start at 18:30 in the Hofburg Congress Centre's Antekammer Saal, and to the concert, set to start at 19:00 in the Festsaal.

On Thursday, 14 January, journalists are invited to a speech by Saudabayev set to start at 10:00. Photographers and camera operators can cover the speech from inside the Neuer Saal, 2nd floor. Due to space limitations, other journalists will view the speech on CCTV in a press centre set up in the Ratsaal, 5th floor.

Advance registration is required by sending an e-mail to press@osce.org indicating which events you plan to attend.

For admittance to the Hofburg Congress Centre (main entrance from the Heldenplatz, 1st district), please bring your OSCE press badge or a valid press card to the security desk. Parking is available for the press during the event in the OSCE-reserved parking area on Heldenplatz. Temporary parking permits must be collected from the security desk.

Новости Армении, 08.01.10, В 2010 году действующий председатель ОБСЕ посетит Южный Кавказ


На год своего председательства в Организации по безопасности и сотрудничеству в Европе (ОБСЕ) Казахстан составил график многосторонних и двусторонних консультаций, который охватывает все без исключения государства ОБСЕ. Такое заявление распространило министерство иностранных дел Казахстана, который с 1 января 2010 года стал председателем в ОБСЕ.

«На регулярной основе в Вене и других столицах пространства ОБСЕ будут проводиться регулярные консультации с Европейским Союзом, Советом Европы, СВМДА, СНГ, НАТО, ОДКБ и другими международными организациями. Практика показывает значимость данного подхода для сближения различных позиций по актуальным проблемам повестки дня Организации, координации действий и избегания дублирования в работе», — говорится в заявлении внешнеполитического ведомства страны.

Также сообщается, что на 2010 год запланированы визиты действующего председателя, Государственного секретаря – министра иностранных дел Казахстана Каната Саудабаева в регионы полевого присутствия ОБСЕ – Южный Кавказ, Балканы, Восточную Европу и Центральную Азию. Визиты будут осуществляться в рамках процесса по урегулированию кризисных ситуаций или конфликтов, либо в целях обеспечения эффективной координации усилий государств-участников в конкретных областях.

По информации казахских СМИ, на должность специального представителя действующего председателя ОБСЕ по предотвращению конфликтов будет назначен один из самых опытных казахстанских дипломатов Булат Нургалиев.
