Over the first eight months of 1998, theshare of loans received from higher-ranking budget in the overall volume of theborrowing used to finance the local fiscal deficits fell 6.5 times (from 46.2per cent to 7 per cent), and the share of net revenues from the issue ofregional and municipal bonds decreased by one-quarter (from 15.2 to 11.8 percent). The share of "other borrowing" (mainly bank loans) in deficit financingalmost doubled, rising from 38.6 per cent to 81.3 per cent. Commercial banksbecame the principal lenders for regional and local administrations (Table1.22).

While in January through November 1997, theratio of deposits held by municipal and regional authorities at commercialbanks, on the one hand, to the volume of borrowing from the banking system, onthe other, was consistently positive, beginning in December 1997, commercialbanks were already net lenders to local authorities. By early September 1998,commercial banks' claims on regional and municipal authorities exceeded thevalue of deposits by Rb16.0 billion (Table 1.23).

Due to the tighter budget restrictionscaused by the collapse of investor confidence in the solvency of most localauthorities and the inflationary growth of incomes after the August crisis, forthe first time since mid-1995 the local budgets were executed with a primarysurplus, which in September-December reached Rb3.699 billion.
